Operating System: macOS 10.14 Mojave

I can't get the "question mark" icon to disappear and my display stays illuminated 24/7.  In addition, the most recent print has quality issues.  Some sentences printed well while others have not.

Please provide some basic information such as what is your printer model, how is it connected and to where (e.g. to a network, USB, to a phone line..)

 

Also, is it directly connected to a power socket?

I have a HP Office Jet Pro 8710.  (love it)   I use it wirelessly with my MacBook Air.  

It was powered by being connected to a surge protector.  After reading the posts here, I unplugged it from both the printer and the surge protector and then plugged it back in directly to the outlet.  And still the question mark icon persists.
