The Envy 5030 has a recommended monthly page volume of 100 - 400 pages.
I am not a heavy print user and may only print 30-40 pages per month.
I have read that if the recommended quantity is not adhered to, then you will not get "optimum" performance from the printer.
If I print less, will this be detrimental to the printer?
Should I consider the Deskjet 2630 which recommends 50 - 100 pages, but I do prefer the 5030?

Your usage is fine. The recommended usage is based on maximum recommended usage, not minimums. Above the recommended usage you would be replacing cartridges too often (multiple times per month) which could be annoying.
You may want to look into the HP Instant Ink program. They have a program for 50 pages per month (with rollover of unused pages) for $2.99/month in the US. See here for information.
