I tried calling HP tech support today. I was advised to factory reset settings on the printer itself, but the agent did not know how to do a region reset for my printer (HP switched the cartridges to regionalized a few years back - I had a lot of old cartridges to get through until recently - apparently I had a batch of z20's and I now need z10's USA/Canada version). My agent said no one in the company knew how to do a region reset (it seems like some agents must know - based on what I'm seeing on this forum). I hate to toss a working printer in a landfill - such a waste.
Please let me know if there are still some HP agents that can help me with a region reset. Thank you!

On the set new region window where it says "Enter reset code provided by the support personnel" enter this number- 0201-8909-9723-9833-5374
It should be like this:
Box 41- 0201
Box 42- 8909
Box 43- 9723
Box 44- 9833
Box 45- 5374
6) Once you enter the value you will get a 5 digit value below the code you have entered in box 51.
7) If the box 51 value is 41844 then click OK.
😎 If it doesn't match then take a picture of the screen and send it to me.
9) Once you click on OK, you should get a message "Device region reset succeeded".
PS: You can perform the reset only twice failing which the printer gets locked. So please perform it once first and keep us posted.

Use the cartridges that were used to generate the values given to me. And yes, you need to be on USB.
