I have an OfficeJet 4650 printer which I had brought from USA. Right now I have shifted to India. The cartridges available in US are different and same are not available in India. So I want to perform regional reset on my printer. I had called HP support for the same and they ask me to have the original cartridge that are sold in USA to be present to perform regional reset. Can the new cartridges not be enough to do regional reset of the printer and old cartridges are very difficult to find in India.

We need to perform a regional reset on the printer to resolve this issue.
The reset instructions are specific for your printer and performing those steps on a different printer may brick the device.
I've sent you a private message with reset instructions, follow the reset instruction to perform a full reset and re-initialize the printer.
