I am trying to resize A4 documents in WORD and Publisher to A3 print size. There is no 'fit to size' option in print preferences/properties. It works in PDF because there is a FIT option

This is an application specific option and not the Printer driver related.
You can get in touch with Microsoft Support for further help on that.

Thank you for your reply. However, on my previous Brother printer there was an option in WORD and PUBLISHER to 'fit to size', just as there is in PDF on the HP printer. I don't understand why this would be a software issue. It is disappointing that a printer sold as A3 doesn't have an easy method of re-sizing documents to A3 - there is no help in the Manual. Thanks

If it's showing up in PDF, it means the Printer is showing up the option. It's only in Word and Publisher the option is not showing up, hence its a Microsoft software issue.
However, let's try this:
Let's do a root uninstall and reinstall of the software:
Unplug any USB cable, if any, before doing this.
1.) In Windows, search for and open Programs and features
2.) Select your HP Printer
3.) Select Uninstall
4.) In Windows, search for and open Devices and printers
5.) In the Devices and Printers windows look for your HP printer. If you see it listed right-click on it and choose 'Delete' or 'Remove Device'
6.) Open up the run command with the "Windows key + R" key combo.
7.) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”)
8.) Click on the "Drivers" tab
9.) Look for HP Printer driver. If you see it Click on it and click Remove at the bottom
10.) Select Ok
11.) Select Apply and Ok on the Print Server Properties windows
12.) Close Devices and Printers
13.) Open up the run command with the "Windows key + R" key combo.
14.) Type c:/programdata and click Ok. Go to Hewlett Packard folder, remove any printer related folders & files.
15.) Restart the computer.

Thank you for your reply. I had previously tried that before I posted on this site. But I did so again but to no avail.
However, I have found the solution, which may help others:
After selecting PRINT scroll down to the box at the bottom of the Settings list, where it says '1 page per sheet'. Click on that and scroll right down to the bottom where there is an option 'Scale to paper size'. This works!
