I suspect operating wireless is where the problem lies. I could print wirelessly with no errors but the scanner would not function using the HP software. I could scan by connecting directly through a browser using the printer's IP address. Could also scan using Windows Paint as well as the Windows 10 HP Print and Scan app. I preferred having the originally intended functionality and that's why I rolled back to Windows 7.

After a clean install of Windows 10 I also go the annervery update version. At that point my HPC5150 would print but NOT Scan. It's taken a few days but finally usng Windows Scanner I got a message that my device would not work on USB3. It had scanned just fine on Windows 10 till the Anniversary update. With that hint I connected the all lin one to a USB 2 port and re-installed the software package. Printing and Scanning now work fine.
Hope this solution works for others as well.

Ever since MicroSoft forced me to use dam Windows 10, most of my hardware won't work. My HP Scanner/Printer wouldn't scan. Everything is different, I'm old and now very crochety. Thanks to your advise and detailed recomendations I was able to delete the old HP software and reload the new. Everything went smoth and it works great. Thank you very much.
Other items have not gone smoothly.
