I bought a used 2549 and I'm trying to set it up with my android, as I dont have a desktop or laptop. I downloaded the HP smart app and when trying to connect to the printer it asked for the wireless password. I tried my router password which didnt work so I'm assuming it's something that was set by previous owner. Is there a way to reset password or did I buy a big paperweight?

Greetings!
Welcome to HP Forums. This is a great place to get support, find answers and tips to your technical queries. I have reviewed your post and I understand, you are trying to connect the printer to your Wi-Fi network but you are getting a password prompt.
Appreciate you trying the troubleshooting steps and isolating the issue. Don't worry, I'm here to help.
This seems to be an issue with the printer drivers. I'd suggest we try a root level re-install. Let's get straight into this.
To better assist you -
1) Can you send us a picture of the screen asking you to enter the password?
2) In the Wi-Fi settings of your phone, is it connected to your home network or to the printer's network?
You will be prompted to enter a password when your phone is connected to the printer's Wi-Fi. In that case, please try these steps -
Step 1 Try the default password - 12345678.
If the default password does not work, please print a Network Configuration page and look for a Wi-Fi or a Wireless Direct password.
Step 2 To print a Network Configuration page -
From the printer control panel, Press the Wireless button and the Start Copy Black button from the printer control panel at the same time.
If you are trying to connect the printer to your home Wi-Fi, please try these steps -
Network Restore - Press the wireless button and the Cancel button from the printer control panel at the same time, and then hold them for 5 seconds.
If the router has a WPS push button, please try these steps -
1) Press and hold the Wireless button on the printer for more than three seconds to start WPS push mode. The Wireless light starts blinking.
2) Press the WPS button on your router.
NOTE: THE MOMENT YOU PRESS THE WIRELESS BUTTON ON YOUR PRINTER, WITHIN 30 SECONDS YOU SHOULD PRESS THE WPS BUTTON ON THE ROUTER.

Let me know how that goes.
