Searched for a printer error: HP 3210 Error:0xc2fe0100; found an answer on Fixya: "3210 all in one has a Error:0xc2fe0100 and 438 BOARD_pwr.c" which referenced http://h10025.www1.hp.com/ewfrf/wc/document?docname=c01458034&lc=en&dlc=he&cc=il&lang=he&rule=6783&p....  But this results in "Invalid URL" (Reference #9.9af8da17.1646518870.5b25b5d).  I can't seem to find out whether this page is archived somewhere.  It does look like a HP support page (from 2011, maybe).  Could this be archived on some HP site?

I understand that you're unable to use your printer due to this error 0xc05d1381 on your HP Photosmart 3210 All-in-One Printer. I will certainly do my best to help you.

 

This error message usually indicates that there is an issue with the printer's ink system, a blocked cartridge or failure of the device.

Solution one: Reset the product

  1. Without turning off the product, disconnect the USB cable from the rear of the product. NOTE: The USB cable connects to the port on the rear of the product. The port is labeled with the USB icon. If your printer has a network or wireless connection, ignore this step.

  2. Figure : Example USB connection (your product might not look exactly the same as this example)

  3. Remove the cartridges from the product.

  4. Wait until a message to insert the cartridges displays. If you do not see a message within a few minutes, skip to the next step. NOTE: If your printer does not have a display, wait until the cartridge lights blink. If the cartridge lights do not blink within a few minutes, skip to the next step.

  5. Disconnect the power cord from the back of the product.

  6. Wait 60 seconds.

  7. Reconnect the power cord. If the product does not automatically turn on, press the Power button. Important! Make sure the printer is connected directly to a wall outlet. (don't use a power hub or a surge protector) This ensures the printer is receiving full power and may help this situation.

  8. Reinsert the cartridges, and then close any open doors on the product.

  9. If you receive a prompt to print a calibration page, do so.

  10. If you disconnected the USB cable, reconnect it to the rear of the product.

  11. Try printing again.

Actually, I replaced the encoder strip, because the carriage was starting to slam into the stop (?don't remember if it was the left or right side). But had some problems. When I pulled the strip out, I couldn't rethread it. Ended up taking the cover off the carriage and disconnecting the 3 or 4 FFC connectors to get access. After I reconnected everything, I get "Error:0xc2fe0100" and "438 BOARD_pwr.c".
I suspect I have misconnected some of the FFC on the carriage, as this is the first time I am getting this error. Also the spacers on the back of FFC easily fall off, making it difficult to reconnect them.  Don't know what the error code is trying to inform me about. I don't even get to the point of doing a Reset procedure as you described in your answer.

I have a few recommendations 

  • Clear any paper or carriage path obstructions.
  • Plug the product directly into a wall outlet
  • Ensure that the control panel faceplate is installed correctly
  • Perform a partial reset
  • Remove and re-install the print cartridges

If you are still experiencing a problem then service the printer.
