Changed ink cartridge and got this message. There is a problem with the printer or ink system. NON HP ink cartridge. Its stuck in Printer failure so i cant do any other diagnostics.

To check if an HP ink cartridge is genuine, look for a security label on the cartridge, scan the QR code on the label with your phone, and then go to HP's website hp.com/go/ok to verify the serial number on the label; if the label appears tampered or the serial number doesn't validate, the cartridge is likely not genuine.
If you have an e-series HP printer then it may need internet access to "phone home".
It will need internet access at least once to be registered with HP, but you can always reject the subscription service and not need to be online anymore. If you have the "plus" version or have signed up for "plus" features then the printer needs to be online.
If you canceled or declined your instant ink subscription the instant ink cartridges cannot be used.

The printers below are the only ones I know of that can be used with non-hp ink

A "printer OEM" refers to the Original Equipment Manufacturer of a printer, meaning the company that made the printer, and they typically require you to use their own brand of ink cartridges, which are called "OEM ink," to ensure optimal performance and avoid potential compatibility issues with third-party inks; examples include HP, Canon, Epson, and Brother
This seems to only be an "ink" problem as HP LaserJets can use any really cheap toner as I have found out on my CM1415
