Welcome to the HP English Community --

Device (Phone) and Printer must be on the same network, at least during initial installation of the HP Smart app.

If "phone" is a supported iPhone, try using AirPrint.

AirPrint is built into your iOS -

Although AirPrint lacks some of the extra features included in HP Smart, it does provide a solid means of testing whether your phone and printer are on the same network and whether the printer can access and print your photo(s).

Check who is providing the application >> “HP Inc.”

If you can’t tell, ask or use the Homepage method (if using Windows) to download and install the HP Smart application.
