For one thing the HPsmart app isnt showing up on my desktop. How do I turn this printer off?

@doug357, Welcome to HP Support Community!

 

You can just push the power button to power off the printer. Or just remove the power cable from the printer.

 

But let me ask you, what is the actual issue? Not being able to connect the printer to the computer?

 

Keep me posted for further assistance.
