Unable to connect to web services. I called about this issue a couple of months ago, and was told I needed to print out a page.
Unfortunately, the printer is out of ink, so I’ve ordered ink and need to connect to web services to be able to use the ink from my application.

I generally do not contradict "I was told" statements.
People say things - the list is endless, including:
Support people, Support people, Sales people, helpful colleagues, people on the Internet, almost everyone on Social Media, sneaky scammers who want access to your computer, your private information, and your money.
I might not understand the second part of your last sentence.
"Applications" do not provide ink --
Ink is installed into the printer hardware, perhaps in the form of ink cartridges (for inkjet printers).
If, instead, you are referring to having contacted HP Instant Ink Support for help with Web Services and your Instant Ink Support subscription, then: Yes, a support team member might have asked for certain information.

Web Services –
Web Services is subject to every hitch, glitch, and block that is part of connecting to the Internet in general with the added "bonus" of having to connect to HP Services at the end of that journey. Web Services then recognizes the printer and hands it to whatever service is "next". For example, Web Services might hand your printer to ePrint, Instant Ink, or certain Cloud services.

What else?
- Web Services might be sensitive to your DNS setup.
- The source of the issue could be your Internet Service Provider,
- The source of the problem could be an interim connection at that moment,
- The source of the problem could be tangled within the Printer connection setup
- Try: Restart the router that controls your network – next, restart the computer(s) and the printer.
- Consider, if you can stand it: Switch off your phone(s), and Restart those devices.
- Consider the netsh reset options for your Windows machine. Reference: How (and Why) to Perform a netsh winsock reset on Windows
Web Services – Cannot be Restarted or does not work – and - Not an HP server-side problem
Consider setting the printer back to Factory Defaults (methods vary – see the printer manual).
Next, Connect the printer using HP Smart and (within HP Smart) enable Web Services.
Be Aware - Factory Defaults disconnects you printer from all services, subscriptions, and accounts - all setups and services must be signed in, reconnected, reinstalled and re-added to applications.

If the problem is on the HP side: Wait for Web Services to come back and start working.
No one outside of HP proper has any control, access, or troubleshooting ability beyond what we have within our own network and machines.
Web Services is not subject to our scrutiny, our oversight, or our questions about when, if, or how the service works.
Loss of service attributable to HP is generally less common and lasts a short time -- a few minutes, an hour... or days.
If there is a loss of Web Services that is due to servers or services in or at HP, the company will be aware -- like other critical services, HP watches these things. HP will fix the problem(s) on their side as quickly as they can do.

Sorry I didn’t realise I was asking the community, I was hoping this would dare say to HP support. It was HP’s support that told me I needed to order more ink so I could print out pages that showed relevant information. Perhaps the IP address, but I can’t remember. When I got the ink, I put it in the printer, but the box on the link says this cannot be used without signing up for Instant ink. The leaflet with the link actually says. “ these instant, ink cartridges only work after you’ve enrolled in instant ink.” They do let me however, print out status pages from the printer, so I can now see basic printer information. I was told to call back, but now can’t find the number..
