Every time I try to print a photo or document I get a message: "click to review Privacy statements and enable its use"
I've reviewed the statements and I'm still not able to print.
I've uninstalled and installed the HP SMART app and no improvements.
How can I solve this?

Welcome to the HP Community --
If you have not done so,
The next time the statement pops, open the little window, scroll to the bottom of the text, Click OK / Accept.

Probably makes sense --
I cannot think of a reason HP Smart would ask for a Privacy Notification check during print.
?
Privacy Preferences settings are set / adjusted in HP Smart > App Settings.
