Hi Vsarvaiya.
Thank you so much for your assistance with your suggestions on what to try.
I tried all your suggestions and the issue still has not been resolved. The printers file was empty. The print spooler was not running so I had to restart it. I checked for updates under Security and Updates and there were some updates available, but one of the updates showing as "pending Install" is the Hewlett-Packard -USB-2/10/2017 12:00:00 - 44.1.2402.1741 update.
The other updates are almost done, so hopefully when I restart the laptop, that will resolve the issue.
The printer can print, scan, and copy from my other work laptop, but can only scan/copy from this laptop that I am having issues with.
It was working just fine before I unplugged it when I moved to a new apartment.
