Thank you for reaching out to us on HP Support Forums! I see from your post that you need assistance in updating the credit card details on your HP Instant Ink account. Don't worry I'll be really glad to help you with this.
Just wanted to check if there was any payment issues? Have you tried to use different browser to check if the issue persists?
What browser are you trying to use?
In this scenario, If you are changing your payment card information, retype the credit or debit card number, expiration date, and CVV number on the back of the card. To change any part of the information, you must retype all the fields. Make sure the billing address is correct.

As you have mentioned in your post regarding the county, please note For UK customers sometime the county may not be listed. So, please select the nearest county and continue.
Also please remember county will not come in picture while shipping the Instant ink cartridges, as we use Royal mail as the courier and they don't consider the county.

Thank you for the information, i also need to update shipping address and ill be honest im reluctant to sort out my billing details incase i end up paying and cant received the inks.
I have tried to change both addresses on different servers ie. Google, ecosia ect but still no luck. I havnt changed county since moving so its really confused me as i didnt have this issue before.

As you have mentioned in your post that you would like to update the shipping address as well, Don't worry I have found a wonderful document which should help you with this issue.

County will not come into picture while shipping the Instant ink cartridges, as we use the postal code to track and ship the cartridges.

Ive tried the you link provided for me, it shows me to do what i have been doing. I have also tried using my nearest county but it then says my address isn't valid.
Maybe I'll call the support team sometime, if you happen to think of anything else im open to suggestions.
