Welcome to HP Forums,
This is a great place to get support, find answers and tips to your technical queries.

I understand that your HP Deskjet D1660 Printer has a print quality issue while printing on cards.

Are you facing the same issue while printing on a regular paper?

Are you using genuine ink cartridge?

On checking the printer specification it only supports index cards.

Cards supported: Up to 200 g/m² (110-lb index maximum)

Supported size

You can also print using Custom paper size printing.

Click on this link: http://hp.care/2D9SWxa

To print on a custom paper size in Windows, create the new size in the printer properties menu (Windows 10 and Windows 8 only) or Devices and Printers, and then select the new size for your print job.

Hope this helps you.

Keep me posted, have a great day!

Cheers
