Uninstalled both the 6400 and HP Smart to give me a clean start.

Started from the beginning following the directions on the webpage you listed.

Installed HP Smart and it found the printer and shows it as READY  

But when I click on the picture of the printer on HP Smart and it brings up the information page, it shows Installation Status:  Not Installed

Status: Ready

Connection Status: Active 

The VPN is on the laptop is OFF

Tried the Diagnose and Fix within HP Smart

It displays:  Driver Check Issue not fixed.

 

Also displays:  Please make sure that your printer is powered on and connected to the same network as this computer.

I have called the HP support line and have had 2 different tech people take control remotely.  Still no solution.  My printer is under warranty.  Advised me to call their  tech support that will charge $19.99 to fix the issue.  They believe, like I do, that the issue is my Pavilion laptop or a glitch in printer software.  I decided to call for paid service.  He told me the charge was $49.99 and no guarantees he could solve the problem.  Any advice?
