cannot figure out how to create a case for my printer issue

HP Recommended
Envy 5660
Microsoft Windows 8.1 (64-bit)

I have called in, I have tried virtual chat (which sucks) and I cannot get to speak to someone without a case number. Why am I not being given a case number? What am I doing wrong?
