Well, a workaround is sometimes a fix. Smiling.
I am glad that "something" worked.
Nothing that Microsoft does surprises me anymore. Smiling.

If the windows 7 version of the printer software supports the custom paper size option, the following might be relevant...
What kind of custom paper size form?
For example, is the custom form for an envelope?

Printing Preferences
In general, once created (and the computer having been Restarted), custom forms are listed after selecting the Media type.
Control Panel > icon view > Devices and Printers > Right-Click on your printer > Printing Preferences
Depending on your software, Paper sizes might be found in Tab Paper/Quality > Advanced
NOTES
Custom paper sizes are subject to the compatibility rules for Media type (kind of paper), Source (Tray), and other options (for example, duplex).
Illegal combinations with other current settings (Media type, Source, Duplex) are marked with a tiny yellow triangle next to the paper size.

Specifications are a bit vague on the subject (of custom); the option is mentioned:
Media sizes, custom | 76 x 127 to 216 x 356 mm (3 x 5 to 8.5 x 14 in) |
User Guide > Pages 11-14
When you change the paper in the printer tray, look on the printer control panel -
Modify / change the paper size.
If the paper size you need is not in the list, select "Custom"
Comments
If you are using third party software, it may not be able to "see" the custom size form.
After you create a custom paper size form, Restart the computer and log in.

Thank you, but I can and have created a custom size of 7.5 x 4.7 inches in the print server properties tab "Forms". It appears there fine. However, in Word under Print Preview it does not appear in the printer properties, paper/quality, advanced options, paper size pull down menu. I see other custom sizes that I have created in the past, but not the one I created today. I have also downloaded the resent HP Envey 7640 series software dated sometime in 2017.
Now here is a kicker. I took my info from Word and manually copied it to Power Point chose paper size 5x 7 and it printed. Trying the same thing in Word did not work???

I have not seen a Windows 7 machine for a while - I would guess that the file system is not particularly at fault just because other functions and options seem to work.
Copying the content to Excel and printing at 5x7 is perhaps not an actual test - the two sizes are not the same thing. Of course, I cannot see what you are doing in its entirety - using this test might actually be a perfect foil to prove your point. Smiling.
The printer software is willing to create the form - and you can see (and use that form) using Office software other than Word.
I do not have an answer for the form not showing in Word other than the obvious compatibility checks (Media, Source, Size, Duplex, Margins).
If you have not done so, consider:
- If your Office software version is still supported, running the "Repair" option on it might help.
- Restart Everything, including the router.
- Try re-creating the form - switch the width and height.
And / Or
- Open Printing Preferences, find and set the options for the 7.5 x 4.7 size - create a Custom Shortcut. Leave that shortcut as the "choice", Click "Apply" / "OK" (whatever works), close Preferences. Open the Word document, select main print menu option for Margins (most printers will tolerate "Narrow"), open Printer Properties, check / select your custom shortcut. Regardless of whether the final print is supposed to be Duplex, select to print one-sided. Test.
If I think of something else to offer, I will update this post.

Copying to Powerpoint is not a true test, but it did get me by to print out all my envelopes. It also shows that all microsoft software applications don't have a common system interface to perifrials, but that doesn't surprise me. Evedentally Word is more exact than Powerpoint as to what the printer senses as paper size. Using Word the printer reported paper mismatch and would not print with the size set to 5x7 where Powerpoint printed without hesitation.
I did try 7x5 also with the same results.

Yep, anything that gets the job done is a solution. Besides, I read other similar Microsoft printing issues that required loading several different HP printer drivers and got one to work. I keep my computers and peripherals for several years so eventually they are no longer supported. Therefore I will have issues of incompatibility that will require inconvenient and unconventional workarouns.
