i cant print anything in black or monochrome because my cyan ink thank is empty , why ?

There is no setting to print only in black, so I have to als buy color ink to only print in black. Why is there no setting to allow it? It's like buying a car with four seats and forcing my to sit one person on every seat before I can use it; this is a very bad thing to do.

It depends on the printer model, not all models can print monochrome if the colour ink is empty. Some models can and some models can't.
