I hve a similar issue.  After upgrading to Mojave, my Mac can't find my HP C7280 for printing or scans. I'm on a wireless network with a Netgear C7100v Modem/Router/Server.  My printer worked fine before the upgrade.  I've tried turning everything off and on, but no joy.

Please help.

As per this document, HP Photosmart C7280 printer is compatible with macOS 10.14 Mojave. Removing the existing print driver and adding compatible print driver may resolve the issue. Here is how to do it:

1.) Click the Apple menu, click System Preferences, and then click Print & Scan or Printers & Scanners.

2.) Check if your printer name displays in the Printers list, If your printer is listed, click the printer name, click the minus sign  to delete the printer.

3.) If you see multiple printer queues for the same printer, remove all extra printers by selecting them one at a time, and then clicking the minus button  at the bottom of the list.

4.) Click the plus sign , click Add Printer or Scanner, click the printer name.

5.) Click the Use or Print Using menu, select the name of your printer in the pop-up menu. Then click Add.

6.) Try to print and scan.

Thank you for providing this solution.  It worked!

One question:  I had this same problem the last time Apple upgaded the Mac OS, so I was already aware of the solution you've provided.  I had tried it  2 days ago, but when I got to step 5, the popup screen didn't show any printers, so there was no way to add my C7280.  Today the popup shows C7200 series as both printer and fax (I added both).  What changed in the last 2 days?

Have you tried removing the existing printer driver and adding a compatible driver using Apple software update? If not, use the steps below to remove the existing driver and add a compatible printer driver:
