Does it mechanically try to pickup paper and fail? On a printer that old I would suspect that the pickup roller is either bald, age hardened or dirty. Pull out the tray and examine the D shaped roller in the tray to see what condition it is in.

Check and see if the D-roller turns or not by seeing through from the rear side of the tray where there's a cave and using a flush light to see inner most top right side (where's the D-roller is) then you can see if it turns or not. (make sure first that the paper does rise up when in the tray)
If it's not you may need to take 6mp all apart to the inner most part to find out what's the problem is. You'll need a service manual and you can google for it.
If it turns but not pick up paper then you'll need to replace it or you just need to clean it first.
Use a wet cloth (with or without soup) and put it into the paper tray's front left corner then print anything to make the D-roller turn for 3~5 times by pressing the green button to make it turn and turn to clean the surface of the D-roller.
After doing all these and still no paper picked up then you really need to replace it but it'll be a problem to try to find a new one.
