HP Recommended

My deskjetF2400 printer will not print.  I have put in new cartridges, checked for paper jams etc and it still has lights flashing and won't print anything.  I am trying to print a return label for a package.  The lights flashing show paper jam and there is none.  and low black ink and it's a brand neew cartridge.  When I first printed after new cartridges a tester page came out.  when I went to scan the copy, the printer stopped owkring, lights flashing and nothing I have done or checked has brought it back to print.
