Yes, the copies you make count towards your total monthly page limit in the HP Instant Ink program.
The HP Instant Ink service charges you based on the number of pages you print (or copy) each month, not on the amount of ink you use.

Key HP Instant Ink Points:
Page = Page: In this program, a page is simply a physical sheet of paper that comes out of the printer, regardless of whether it's black and white text or a full-color photo.
Monitoring: Your internet-connected printer automatically notifies HP every time a page is printed or copied to keep track of your usage.
Overage: If you exceed your plan's limit, you will be automatically billed for additional page sets.
Rollover: Unused pages can be rolled over to the next month, up to a limit that varies depending on your plan.
