The spooling of jobs would indicate that someone has jobs in their queue. Your request is not entirely clear, but what I would recommend is to change the IP address of the printer. Restrict who can print to the printer by going to the security options in the embedded web server of the printer and restricting by IP address who can print. This will require that any workstations that need to print will have to have a static IP address.
