I have been sent some A3 building plans they say can be printed A4 if I choose shrink to fit?

I see that you wanted to use the fit to page option to convert A3 image to A4.

 

Please not that the fit to page option is not available on this HP ENVY 5010 All-In-One Printer.

 

You may check the specifications from this Web link.
