Noticed a number of users are having the same issue with HP Printers ... think it would be fixed by now!?
That said, I have installed the undependable 4566 from the windows machine to my mac OS10.14 and downloaded all required software and printed a test page successfully ... but not the 5x7 photo paper -- it's still "out-of-paper" and i am going out of my mind!
Help!

Regardless, I do not "speak" Mac OS - my comments are just that, comments based on the possible (and general) nature of this type of issue.
In general,
If your printer has a photo paper tray, unless the Specifications indicate otherwise, that little photo tray is likely only going to work with the smaller 4x6 inch paper.
If this is the case, do try removing the 5x7 inch paper from the photo tray > Remove paper from the main tray > Load the 5x7 inch paper into the main tray > check the Printer Control Panel to change / modify the paper size > Try printing your photo using the appropriate settings for paper, size, and source (tray).
In particular, of course, much depends on the Specifications for the Printer - your printer may not have a photo tray, if the printer does have a photo tray, it may indeed be rated for 5x7 paper, and / or the printer may be, as you suggest, misbehaving in spite of you having done everything right.
