A blue screen on the HP OfficeJet 4650 display after powering off usually indicates a firmware crash or internal hardware fault. Since you’re on Windows 11, the error you saw before shutting down might have been related to connectivity or a print job failure, but now the printer itself is stuck.

Here’s what I recommends for this situation:

Step 1: Hard Reset

  1. Disconnect the power cord from the printer and the wall outlet.
  2. Wait 60 seconds.
  3. Plug the power cord directly into a wall outlet (avoid surge protectors).
  4. Turn the printer back on.


Step 2: Check for Firmware Recovery

  • If the screen still shows blue or is blank, try Firmware Recovery Mode
    • Disconnect power.
    • Hold the Power button while reconnecting the cord.
    • If the printer shows a recovery screen, update firmware via USB using HP’s tool: 👉 Update the firmware | HP® Support


Step 3: Update Firmware (if it boots)
