Hi @mizjessie,
Welcome to The HP Support Community.
Thank you for posting your query, I will be glad to help you.
I understand your HP DeskJet 2723e is experiencing an issue despite changing the cartridge.
Here are a few steps you can try to resolve the problem:
1. Check Cartridge Installation
- Make sure the new cartridge is seated properly.
- Ensure you’ve removed any protective tape from the new cartridge.
2. Run a Test Print
- Try printing a test page to see if the printer is responding. This can help determine if it’s a printer issue or a connection problem.
- You can do this through the HP Smart app or directly on the printer’s control panel (check your manual for test page instructions).
3. Check Ink Levels
- Sometimes, even new cartridges can have issues. Use the HP Smart app or the printer’s software to check the ink levels. If the printer doesn’t recognize the new cartridge, you may need to reset it.
4. Clean the Printhead
- Ink cartridges might not print if the printhead is clogged. You can clean it using the printer's maintenance tools:
- In the HP Smart app, go to Printer Settings > Tools > Clean Printhead.
5. Restart the Printer
- Turn off the printer, unplug it from the power source, and leave it unplugged for about a minute. Then plug it back in and turn it on.
6. Check for Paper Jams
- Even a small bit of paper caught in the printer can stop it from working. Open the printer and check for any obstructions.

I hope this helps.
Take care and have a good day.
