I need to print double sided on a 4x6 card but my 9010E inkjet won't print on double sides. When I send a double sided print job to the printer it remains silent and doesn't print. My page is set for 4x6 landscape. My printer is set for 4x6 and the cards are placed into the printer in portrait mode.

The only HP Printer series that I'm aware will auto-print 2-sided on this size is the Envy Inspire series.

This tutorial shows how to print a 2-sided 4x6 inch photo on the HP Envy Inspire 7955e printer.
The HP Envy Inspire supports 5x5, 5x7, 4x6 Photo Duplex, 4x12 Panorama as well as Letter and A4 photo prints.
Example in the video uses supported HP Matte Photo Paper
That said, the printer you have likely does a lot that the Inspire 7200 / 7900 cannot touch.
Printing in Word?
Consider selecting manual 2-sided print instead.
That might work --
True -- Using the manual 2-side method, you do have to print one side, flip the paper, select to continue and print the other side.
