Operating System: Microsoft Windows 10 (64-bit)
I have successfully faxed over VOIP with a differant provider.
Is there a setting I am missing?
I have slowed down the baud rate, and use area code.
Have with prefix *99
But nothing seems to work.

Welcome to HP forums.
Faxing with VoIP is not recommended.
However, you can refer the steps mentioned under "Can I fax with VoIP Internet telephone service?" in FAQs in this document:- Click here
