In another tiopic, I find the solution : https://h30434.www3.hp.com/t5/Printer-Setup-Software-Drivers/HP-Smart-not-installing/td-p/8043385
The third solution worked for me also

Yup just followed Dubois51 link and go to the 3rd solution to re-register the Microsoft store. I'm not sure what kind of spaghetti code is going on with HP smart but I'm sure this problem will pop back up without a real fix from HP...but for now this will have to do.

I had this same issue, chatted with 3 different agents, none could resolve. Found the solution that fixed it. I have shared this information with HP and hopefully they will start using this fix to help others.
You have to follow the instructions EXACTLY, you can cut and paste the sections it tells you use, it took me 10 minutes to fix - I spent 4 hours yesterday with a chat agent, and 6 hrs with 2 other agents, it took 10 minutes to fix with the solution that I found at this link:
Be careful using and good luck!

Hi,
Try following below steps and check if you may then see any difference then:
- Right-click the Start menu and select Run.
- Type %appdata% and press Ok.
- Browse 1 level up.
- Open the local Folder.
- Open the Packages folder.
- Search for Control and completely delete the HP Smart package folder, (as example: AD2F1837.HPPrinterControl_v10abcdef1), it will start with above chars and then HPPrinterControl as listed, the latest part varies.
Now try reinstalling the HP Smart app and check for any difference.
Please let me know if that may help,
Shlomi
