I cannot find anyway to enable this feature. It shows up in the documentation and in the printer menu, but it says that "this feature has not been setup". So how do I set it up? I thought I saw someone say that this feature is "not available on win10"? Why would it be disabled? This is clearly a much more efficient and environmentally friendly way to handle faxes. Is it just that HP wants to sell more ink?

Dear Shlomi & Dragon-Fur,
Thank you for your help. I finally solved the problem. The "breakthrough hint" was Shlomi's statement that "Such functionality is only available from the HP Drivers and Software for your printer, not from the HP Smart app as an example." I was assuming that "HP Smart" app and the "Embedded Web Service" were the only options available to me - and these were the only options presented with the documentation and HP's online FAQ support. Neither of them had the ability to "turn on" the digital fax features.
However, once I realized that there might be other unique drivers and HP SW available that were NOT automatically installed, I did a search on the links you sent, and downloaded the "HP DeskJet Ink Advantage 5200 All-in-One Printer series Full Feature Software and Drivers" package as you suggested (thanks Dragon-Fur for the link; there was no need to uninstall any previous drivers either). Only this software offered me the option of turning on the digital fax feature set, and it is now enabled.
Lessons learned and feedback for HP:
1. This set of unique drivers and software should be highlighted more clearly in the documentation and user-manuals, specifically regarding digital fax. I don't remember seeing anything that would have pointed me to this solution, except Shlomi's comment.
2. A link / caveat or some other explanation about "additional features available" should be made in the HP Smart app & EWS module that would point to the appropriate drivers based on the printer being used.

In general, I know of no way for this feature to be actually disabled on those printers where the feature is available.
User Guide > Page 45
Use the Embedded Web Server (EWS) to view / check / configure the printer.
In the off chance that your printer does include a form of disabling the feature, it might be in EWS > Setting > Administrator Settings. Check the list - if the item is listed and for some reason the feature is not checked (enabled), check the box and click Apply to save the settings.
Digital Fax, should it be available, might be found in EWS > Fax > HP Digital Fax

It is my understanding that the Digital Fax Profile setup as described in the User Guide (referenced in previous post) is not disabled - that is, it is merely required that you set up the required parameters to use the feature.
See User Guide > Page 45 > "Receive faxes using HP Digital Fax"
The reference to the Administrator Settings was meant to have you check to ensure that (for some reason I am not aware), there is an "unchecked" box in your list of settings related to the Digital Fax Profile. Checking the box for an item enables that item. I believe now that no such setting exists (else you would have found it) and the reference was not only unnecessary but perhaps confusing. It is therefore retracted - ignore Administrator Settings for this issue.
The example (EWS_9025_Digital_Fax_Profile_2) is meant to provide an example of the setup. I will take another look at the image - it does not apparently illustrate my intent.
If your printer provides the option (Digital Fax Profile) and you cannot set up the option, there are a couple of places to check for issues:
1. If you are trying to set up HP Digital Fax > Network Folder
Folder must be Shared, open for read/write, and the computer on which the folder is located must be online (switched on and running). If the destination is not available, the incoming fax cannot be saved and will be printed. It is necessary, therefore, that paper be loaded in the printer in the event it is needed for an incoming fax.
2. If you are trying to set up HP Digital Fax > Digital Fax to Email
In general, email addresses from most carriers are allowed, though those addresses used for a work (Enterprise) environment may include restrictions that does not allow accepting certain types of mail. There is no work around if your work environment disables receipt of this or any other mail sent to the address.
At this writing, two-step verification (in your email) is not supported. It might be possible to set up an App Password for use with the destination email settings. In general, expect to test your Fax Profile each time you make changes to the email setup.

Printer Date & Time
Network Folder options and other settings, including those in Fax that access the world outside of the printer, are more or less sensitive to the date / time on the printer matching (Syncing with) the date / time on the computer / server / NAS (file storage server).
If your printer does not include a time manager (capable of syncing with a Time Server, for example), it is a good practice to check the Date & Time on the printer to ensure the printer is set at the correct Date & Time for your region.
Use the Embedded Web Server (EWS) to check / update the Date & Time on the Printer.
NOTE that the exact update / sync method and available options might vary by printer model.
Open your favorite browser > type / enter Printer IP address into URL / Address bar
Tab Settings > Preferences > Date & Time

Thanks for your detailed instructions. Unfortunately....
I have searched all the options on the EWS and embedded options, and couldn't find any place that allowed me to turn ON the digital fax capability. Below is a screen capture of what the EWS Fax interface shows. As you can see, the option is not even listed. The same is true when trying to configure through the HP Smart App:
I have turned on every service that might remotely be connected to allowing this capability and nothing helps. It is as if HP has hidden this feature for Win10 users.

You are welcome.
It is unfortunate.
If the feature is not available on your printer, you will not find it in the Embedded Web Server.
So - it is not disabled - what you want is not there at all.
This feature is one of the more sophisticated options and not all printers support Digital Filing.
If you really need the feature, consider an upgrade to a printer that supports the option.
For example, check into the mid-to-higher priced "Officejet Pro" series of printers.

Understood.
The setup is explained in the User Guide on Page 45.
Apparently the setup should be available in the Printer Software.
Normally, I would expect this to also indicate the setup can be made from EWS.
I do not find any mention of the Digital Fax feature being included in the printer Datasheet.
Based on what I can find, and in spite of the mention in the User Guide, I would guess that Digital Fax is not supported on the printer.
I would love to be wrong. Smiling.

Datasheets that I have checked do not list the option. (Example: Datasheet)
EWS does not show the Option.
PCB does not mention the option for this printer.
My conclusion is that Digital Fax is not supported.
Words of wisdom? What am I missing?

Well, we do seems to mix two different features indeed.
HP Digital Fax - a feature provided for select HP Printers and available within the HP Software - the HP Deskjet 5200 icon for this topic.
For other models, there are Digital Filing capabilities where you may set the printer to connect directly with a shared folder or Email, such functionality is only available for higher-end printers such as the Officejet Pro 8700 or 9000 Series, not for Deskjet printers.
@MordyW- can you open the HP Deskjet 5200 software from your computer? this would be our starting point.
From there, under Print, Fax & Scan select the Fax tab and you should find the HP Digital Fax Wizard, you should follow this screen to set up the feature for the printer.
If you may not able to locate it, please clarify the exact steps taken, as detailed as possible.
Such functionality is only available from the HP Drivers and Software for your printer, not from the HP Smart app as an example.
@Dragon-Fur- Digital Fax is supported for the HP Deskjet 5200 printer, it should be listed within the HP Printer Assistant software only.

Yes, the User Guide does indicate the feature is to be set up within the Printer Assistant (printer software).
I misconstrued that the option would be available in EWS. Apologies to @MordyW !
The original issue that the Digital Fax option appears to be disabled.
So, yes, we need a visual of what is being done and what the user is seeing.

OK - so I started up the Printer Assistant for the Officejet Pro 9025 (completely different animal compared to the Deskjet, of course).
Waited a bit for the Printer Assistant to open
Selected tab Fax
and clicked to open the Digital Fax setup.
And waited... waited.. finally after an interminable 15 seconds or more (felt like),
Digital Fax opened.
Now, on the 9025, Digital Fax is set up so no further action necessary on this side.
The point is only that using the Printer Assistant > Fax > Digital Fax Setup Wizard > the option did finally open.
What is being used?
This is with a Officejet Pro dual bandwidth printer running on a 5GHz dual band network.
Super fast network, router, happens to be running on Wired Ethernet at the moment.
Nothing of import going on (Windows 10 Pro and a monster Zbook 17).
The intent is NOT to show off - simply that given the drag time in these pretty much ideal circumstances,
any results, even assuming an option is available, the printer software can be very slow to provide any response.
What else?
- There is a Firmware Update dated (at this writing) April 3, 2020.
Worth checking.
The usual "description is rather vague" applies to this update, though it at least doesn't just say "security" update. Smiling.

It might be worth trying...
- Uninstall the printer software from Programs and Features
- Restart the computer and log in
- Download-Save-Install a fresh copy of the Full Feature Software.

Frankly, I am not sure to what extent (if at all) the Doctor is aware of the Printer Fax option.
The Doctor is listed on the Fax Diagnostics web page but it may not mean anything specific.
At the least, the Doctor might uncover any communication problems in the printer setup.
