Also upgraded to macOS Ventura 13.0 this week and experienced the same issue where scanned document looked good on screen --- but then saved blank pages to .pdf file.
Tried the recommended work arounds in this post but without success. Also felt a bit queasy about saving sensitive files to the HP Cloud (I was scanning IRS documents). Read the User Agreement and it is pretty scary what data they are collecting.
Anyways, I found a simple work around to the blank page problem without changing settings, etc:
- startup HP Easy Scan as usual
- click Scan
- when scanning is complete, click Send and then choose Printer
- in the bottom left corner of screen, click the PDF box down arrow (or you can just click the PDF box itself)
- select how you want to save the file. I chose Save as PDF...
- exhale with a sigh of relief and smile

I have also had this problem.
I tried some of the solutions here as a fix and I could not get them to work, but I kept playing. For me, what worked was changing the format (in easy scan preferences) from PDF to searchable-PDF and the text now appears in the documents rather than just blank pages.
All in all, despite the wasted two hours, I am happy with the solution as I would much rather the PDF's were searchable and I had not realised this was an option.

Took me a min to figure out where the "PDF-Searchable" setting was, but this worked for me as well. Would love to know what the difference is between "searchable" and regular PDF scan.
@HP you looking at this? This is not the first time that you have had an issue with an Apple MAC OS update!! Get it together HP it is not like this was a big secret that this update was coming!!
