Please try and install the HP Smart and try scanning using the app.

 

Refer -install and Use the HP Smart App (Mac)

Yes, I can scan through this.

I still cannot scan the normal way by accessing 'scan' from within 'printers & scanners' in the system preferences, but this is a workaround.
