When I try to copy an image with the scanner, it comes out incredibly small despite it fitting the page size. I tried to see if there was a setting in the "HP Smart" app, but it looks like advanced settings are not available for my device and there are no copy related settings to resize copies.

This type of printer lacks a text-capable printer control panel.
Copy is a function of the printer --
Without a way to select additional options, Copy is pretty much limited to what the printer can do on its own.

Instead, use Scan - either the Scan feature available in your HP Smart (Windows) application or HP Scan that is part of the Full Feature software.
Reminder
When using Scan in the app or HP Scan, be aware that choosing a higher resolution (when scanning as an image) is possible when your scan from the flatbed. That said, scanning a low density image at a higher resolution will not "improve" your image. Forcing the higher resolution scan will instead reduce the quality of the finished (saved) product. Generally, start / use scan resolution 300 unless you know the pixel count on your original image is very high. Scanning at a higher resolution increases the size of the saved file.

Optional Edit > Crop (or other changes) > Done
Continue to Save / Print / Share (Email) / Fax

After the content is scanned and saved as the file type you want (PDF or Photo / Image file), the content can be printed at whatever size you want.
For example, HP Smart and the Microsoft / Windows Photo apps can print your saved Photo / Image file at selected sizes. As long as the size of the selected print fits on the size of the paper, the image can be printed at the size you choose.
