Welcome to HP Support Forums. 🙂
Thanks for reaching out to us on HP Support Forums. I came across your post and would like to help.
I understand that you have an HP OfficeJet 4650 All-in-One Printer. and it does not make a photocopy. However, the printing is fine.
I recommend you to perform the following steps to isolate the issue and arrive at a fix:
- Disconnect the power cable from the printer while the printer is still ON.
- Disconnect any other cables if connected the printer.
- Press and hold the printer’s power button for 15 seconds.
- The printer should be directly connected to the wall outlet and not to a surge protector.
- Reconnect the power cable to print and the printer should power ON by itself. If the printer doesn’t power ON then please manually power it ON.
Please try to make a copy from the scanner glass bed and the document feeder. When you try to make a copy from the glass bed, the scanner bulb glows inside the printer and moves to copy the document.
When you copy from the document feeder, the document moves through the printer. The bulb glows and remains stagnant because the document moves.
If this action is not happening in your printer then it indicates towards a hardware issue and you may contact our HP phone support to explore the service options.
I genuinely hope the issue gets resolved without hassles and the unit works great. Let me know. Cheers! 🙂

You're welcome. 🙂
There should a be an HP printer assistant installed on your computer using which you can scan a document. The HP printer assistant gets installed when you install the full featured printer drivers.
Let me know what operating system you're using?
- For scanning in Windows: https://support.hp.com/in-en/document/c03466081
- For scanning in Mac OS: https://support.hp.com/in-en/document/c04788799
Keep me posted. Cheers! 🙂
