I have received the same fax since friday thousands of times. Turning off or disconnecting stops it for a few minutes but it continues to send the same fax. Is there any solution besides factory resetting the printer?

Make sure that the phone line is connected to the correct port on the printer. Many models have 2 jacks and one is for the phone cable from the wall and the other is if you are connecting an additional telephone.
Is this an actual standard phone line or a line from a voip system? The whole process of using fax on a voip line is fraught with challenges due to the number of digital to analogue and back steps that are required to transmit.
Barring all else, a factory restore might restore function and is the first thing that an HP warranty agent is going to ask you to do.

Your post is a little confusing. Is it your machine sending a fax or is someone sending you a fax? If you are receiving a fax, the issue is with the other machine and not yours. I would unplug the phone line and see if you can see the number that is sending the fax in the fax reports and figure out who it is and then contact them and ask them to fix their system.

It is a problem on our end because there is no log on the HP printer of this fax coming in so many times. The fax machine also doesn't ring. Multiple of the same "fax" come in at the same time on our digital fax folder, noiselessly. When we connect the fax line to a different printer, it doesn't have this issue. Also, the only way we are able to see our actual incoming faxes is by turning the printer on and off again, so the faxes print.
