I'm using work laptop and I can not disable VPN (company policies). Is there any other way to use this app without signing in? This is very annoying.

HP Smart requires the sign-in.

 

In general, a supported printer running a supported version of Windows also supports a Full Feature Software.

No sign-in.

That said, you need the VPN switched off for the download and possibly the software installation.

 

Talk to your IT department --  ask what you should do.
