I've cancelled my instant ink subscription. I don't need to print. However, I find I'm unable to use my printer scanner. I usually scan documents and save on my device. Why can't I use my printer to scan???

Welcome to the HP Community --
The machine is a printer that includes a scan capability.
If you want to use the printer, even to scan, it has to be able to pass it's startup procedure --
That includes a self-check to make sure the printer is ready to print.
"Ready to print" includes having usable / purchased HP ink cartridges installed and ready to use.
Without usable ink installed, the printer cannot complete its startup routine.
If you no longer need to print,
Perhaps consider purchasing a "Scanner" only type device that does not use ink.
Make sure the scanner includes the type of scanning you want and is supported by your computer, tablet, phone.

As you know, all the Instant Ink / subscription cartridges only work with an active Instant Ink contract.
