Unfortunately, even after updating to Catalina 10.15.3, I am still receiving the error message "Scanner failure. Unable to scan, copy, or send a fax" on my HP OfficeJet 7612.
I have also performed computer and printer restarts, factory resets, and uninstalled/reinstalled the printer drivers and Easy Scan, but I can't even scan on Apple Image Capture at this point.
Is there another fix that I am somehow missing?

What I had to do is abandon the whole idea of Easy Scan. Apple is moving towards apps and the Easy Scan app does not work. I did not try it after the 10.15.3 update. Instead I have asked my customers to use Image Capture which works reliably. It is a slightly different workflow but gets the job done.
The secret sauce is to remove easy scan completely from the roots. Make sure is all out.

Even after completely uninstalling Easy Scan, I am receiving the same Scanner Failure error. I have followed all the instructions in this thread and this thread but the error persists. It's untenable that I will be forced to purchase a new scanner when the current hardware is working, but HP has no interest in providing customer service or any assistance.

I would also remove the driver for the printer completely. In a computer easy scan broke pdf and other files from opening. I used CleanMyMac to remove the offending pieces.
Then install the latest driver.
if it still does not work, create a new User and add the printer/ scan and try image capture.
Lastly, try the printer on a different computer. Have you check that printer for a firmware update?
Your printer might have a web browser control panel you can access and scan from there and also test to make sure it is working.
Please report findings.

Yes, I have:
- uninstalled all HP items in CleanMyMac
- uninstalled the printer in System Preferences
- factory reset the printer
- unplugged the printer cord, then power source
- restarted the computer
- plugged the printer back in
- checked for firmware update
- reinstalled the drivers with Easy Start
The scanner failure error still appears. It is undetectable on Image Capture, the System Preferences test, and the Easy Start test for all computers/users. Even VueScan cannot detect the scanner.
As HP appears to have no interest in providing support, I will have to find another scanner that can support images larger than standard letter size.

So let's try creating a test User on the Mac.
Also try and see if the printer/ scanner has a browser control panel. Run a network report and it will provide the IP address to type on the browser.
Are you USB wired or wireless?

Easyscan has been a dog since Catalina. It’s well documented and doesn’t appear to warrant a fix by HP. The suggested work around of using Image Capture is a second rate fix, but will get you a scan. The real fix is to spend $ on a Printer/scanner from a company that is committed to Catalina and also willing to fix their mess. Doesn’t appear to be HP.
