Might be software -- it all depends on what you have and what options are available to you in the environment you are using.
We don't have enough information to provide what you ask.
For example,
If your HP printer is one of the many thousands supported,
If you have access to a supported Windows machine,
If you then can find and install the Full Feature Software / full driver printer software for the printer,
Then
You can use HP Scan (part of the full driver) to scan your document one side, flip document stack and scan other side(s).
The HP Scan software will reorder the pages automatically.
Example - HP Scan - Menu - Options and More > Destination > File Type

If there is software for your MacOS, it is located in the software category of your printer's support website: Drivers & Software
Open
Enter the device type and model name of your HP product
Open Category Drivers & Software
If needful, change the Operating System / version
If there is listed software, use Open all and find the software
