I always use Scan to Computer as I like to trigger my scans from the printer not from the computer. The default Scan shortcut on the printer control panel is PDF but I want the default to be JPEG as I NEVER want PDF. I tried using the software on the computer to change the order of the shortcuts but the printer still defaults to PDF.

There is no option to set JPEG as default.
You will have to select how do to scan it every time.

Welcome to HP support community.
Select the option "save as JPEG" to save it as JPEG fie.
If you don't find this option under scan in the printer panel, update the printer firmware and try again.
Refer this HP document for the steps to update the firmware:- Click here

No that doesn't help at all. I know how to scan to JPEG but I want to make it the DEFAULT. I don't want to have to go through the extra steps each time I scan of selecting JPEG instead of PDF. I never scan to PDF but that is fixed as the default.

Thanks for a straight answer even if it's not what I wanted to hear. For the record, this is a retrograde step. My old 8500A followed the SCAN TO COMPUTER button with a button for JPEG and a button for PDF which meant JPEG and PDF were as quick as each other and it took just two buttons to achieve a scan to JPEG. Now I have to press about 6 times to achieve the same result. That's progress?!

Your HP Officejet Pro 8720 printer is designed in such a way that customer can select which format they want to scan before saving it on the computer.
