Hi guys, in my case (HP5740) scan to computer (OS Sierra Mac Book) is working again. I've installed the driver recommended by HP for OS 10.12 (an old September 2014 version). However it's working again with the only exception that the PDF is stored as default in the 'Pictures' folder (even if I have changed this in the settings of HP Utility to an other folder (local and iCloud both are not working). Further in the HP Utility (under scan to computer) the status remains red and can't be enabled (can't be put to green). However at least it's working and as a work around it's ok (as HP does not care we have to live with work arounds).

HP Easy Scan is now working for me. It didn't see the printer at first. I restarted the computer again (for a different reason) with HP Easy Scan open. It reopened after restart with the scanner visible and the scan button active.
The all-in-one device still is not recognized as a scanner in System Preferences > Printers and Scanners.

Same problem (HP C7280, scanning functions not working or available), here is what I ended up having to do....
plug the printer into your Mac running Sierra via USB,
remove the previous installation and add the USB connected printer.
Everything will work, HOWEVER you cannot use the scanning function in any other way (wifi/network, etc... only via USB). This is not an acceptable permanant fix, but may get you by for now. Welcome back to "wires"....

You need to do a complete re- or new install of the printer/scanner, then the setup programm downloads the latest versions of the HP drivers and shows if they are new (or not) compared to the already installed ones. The new drivers solved my problems with the scan-to-computer not working on my 3830 printer/scanner/fax.
