When using HP Smart I am now being asked to log in to my account when scanning documents. I end up using Windows Fax and Scan to save .jpeg files, when I want to save.pdf files as before. What is going on?

Welcome to the HP Community.
Not sure why you are just now seeing this - the change to require Sign-in for HP Smart was implemented the end of 2020.
True - HP Smart Windows / MacOS / Mobile requires that you sign into the application using your HP account credentials.
Note: All versions since the change include the requirement - No, there is no "going back".
Yes, there are alternatives and one of these is Windows Fax and Scan.
What else?
If you have not done so,
Install the Full Feature Software / full driver printer software.
The printer software provides a foundation for other programs and applications.
The printer software includes HP Scan.
Your printer software installation package:
HP ENVY 5000 All-in-One Print and Scan Driver and Accessories
Basic Instructions - Install the Full Feature Software / Full Driver printer software
- If using VPN, shut it off to install software
- Download and Save the Full Feature Software installation package or the Easy Start wrapper
- Open File Explorer
- Navigate to the folder in which you saved the installation file (likely Downloads)
- Reminder: If using USB cable between printer and computer, disconnect the cable before installing software.
- Right-Click on the installation package and “Run as Administrator”
- If using Easy Start > When asked, opt for "Full Driver" (exact wording might vary).
- If using Easy Start > Skip any extra software / offers you do not want (wording varies).
- After the software is installed, Restart the computer and log in

Notes
When the full driver printer software is installed,
Find the printer software listed in Control Panel > icon view > Programs and Features.
The installation of the full printer software adds two shortcut icons to the Desktop.
The Printer Assistant is named for the printer and provides access to Print , Scan , and Tools
HP Scan is named for itself and provides a direct call to the HP Scan software.
