I haven't scanned from my HP OfficeJet 8710 printer in quite some time. The last time I did was from my MS Surface laptop running Win10. Now I have a Dell laptop running Win11, and to scan, HP Smart is telling me to log in. I don't want to use the cloud to scan, and I am not at all sure why I need to log in in order to do so.

You need not use HP Smart -
Use of HP Smart is OPTIONAL.
True the application wants you to sign into the app using your HP Account credentials.
Why?
Essentially, That's how it works. HP's app = HP's rules.
True, too, the myriad of HP Smart specialty app settings, including Shortcuts > Cloud save, share options do require that you have signed into the app AND whatever Cloud service you are accessing, including (for example) your Cloud Storage account when you are using it.
Don't want it?
Don't use it.

Printer - Full Feature Software / Full Solution / Full driver printer software
HP Full Feature Software / Full Driver printer software - supports printing and scanning from the web, printing in in other software and programs (for example, Word), and provides access to the full range of Printing Preferences / Shortcuts. The full driver generally adds at one, possibly least one, possibly two shortcuts to the Desktop: Printer Assistant, HP Scan Assistant, and/or HP Scan.
NOTES:
HP Scan is not installed if the printer does not support Scan.
The Printer Assistant is not installed if the type of full driver software does not support it. If the printer model includes built-in Fax hardware, the software supports the setup and use of the Fax driver. No Sign-in required.

If / When asked, opt for the Full Driver / Full Software to be installed.
After the software is installed, Restart the computer and sign in.

Note: Printer Assistant, HP Scan Assistant, and HP Scan are dependent on printer model and supported software options.
