I've multiple clients with HP officejets who use the "Shortcut" scan to email feature either from the Windows App, Mobile app and from printers screen and all reporting 'can not connect to server' errors. Is it down?

"Works for me" --

I'm on the West Coast (of the USA).

Tested a simple photo scan > Share using iOS and an OfficeJet Pro 9025

 

Issue might be regional or perhaps even local to your network(s).

 

Consider restarting everything, including the system(s), printer(s), and router, on one of the networks where you see the problem.
