HP Recommended

I can't connect my printer to my phone. When I reach the connection part on the app, either get stuck at step 3 (obtaining IP address) or step 4 (finishing connections). It says the printer is no longer found. I've tried both on my android phone and Windows 10 laptop. I'm scratching my hair. What I'm doing wroing?
