Product: HP deskjet 3700

I have a MacBook Air, 2020. I also have an HP deskjet 3700 all in one

 

the last inch of the page doesn’t print. How is this not fixable? I saw on another question that someone said it’s a hardware issue? That does not seem to compute in my brain... there should be a software update to be able to address this. Someone please help!
