When I first set up my printer I was able to use Web Services, but one day when the printer was 9 months old, after powering off/on my router web services stopped working!
I could continue to print and scan wirelessly, but web services no longer functioned, so my Instant Ink stautus was no longer updated. After getting a dozen emails from Instnt Ink over the past 3 months, they have finally disabled my printer from printing (presumably it will reactivate if i purchase all new ink cartridges for over $100 the set, though I dont trust HP sufficiently to shell out so much in case they dont work).
I have tried following various instructions on this help board to reset the ipv4 address, but to no avail. The printer is just over 12 months old. My ISP is AT&T who were of no help (of course). When I phoned HP while I was in warranty period the HP engineer said that it was an ISP problem and nothing was wrong with the printer.
I have even tried connecting the printer to my Iphone hotspot, but that did not allow web connection either.
Any suggestions anyone?

Welcome to the HP Support Forums. One thing I have noticed about these printers, make sue that the date and time on the printer is correct.
Also, have you tried the suggestions in this post by E-roq?

I have found that setting a manual DNS is more effective in these situations then playing with the IPv4 address.

I changed the printer date (which had reset itself to 2017), and the web connection was restored after I reset the factory settings and reactivated the network connection.
Once the web connection was restored the printer printed out a new printer "claim code", which I had to enter into my Instant Ink account by clicking "add new printer" (even though it was the same old printer as before).
The instant ink connection is now restored , and I can print once again!
